Roger B Clough II Announces New Relationships for the School District

Roger B Clough II has been working with entities outside of the school district to save money on services that they are able to share.

 
When Roger B Clough II took the reins as Massena Central School District’s Superintendent in 2008, the district was having serious financial problems. Roger B Clough II did what he needed to do in order to solve the problems to best prepare for the current school year, but afterwards he continued to look for ways to cut down on unnecessary school district expenditures in order to provide more opportunities for the district’s students.

A major help to this mission was Roger B Clough II’s partnering with other entities in order to cut costs for district services. Roger B Clough II was able to share district services with several other entities to save resources for both parties. A primary partner in this mission was BOCES, the state of New York’s Board of Cooperative Educational Services. Roger B Clough II was able to move many of the district’s vital services to the BOCES facilities. For example, the school district’s Central Business office, as well as their servers and technology department were moved to BOCES and serviced by their employees.

Roger B Clough II worked to share services with the city wherever possible as well. A contract with Massena Memorial Hospital allowed for staff and student physicals, and various other physician services. Roger B Clough II has also partnered heavily with the Village of Messina. Roger B Clough II has negotiated a shared transportation facility with Messina, where buses and district transportation are housed, repaired, and fuel service is shared as well.

Roger B Clough II looks for every opportunity to share services with surrounding cities and schools. This saves taxpayers money, as the costs are split between the school and other public entities. It also allows both parties more funds to address other issues; in the case of Massena Central School District the money can be use to provide further programs and improvements for district students. Roger B Clough II is thrilled with the success of the program and will continue expanding its implementation wherever he is able. “The Massena Central School District is a leader on sharing services; we are excited about the things that the program has allowed the district to do,” said Roger B Clough II.
