If you are a learner or a rookie driver, then you will have to take and pass your driving theory test before you can schedule your practical test. If you already have a driving license you will not have to take another theory test.
There are various steps that need to be fulfilled before getting a valid driving license:

1. Applying for a provisional driving license:

You must apply for a provisional driving license. You can apply for your provisional driving license using the Driver and Vehicle Licensing Agency's (DVLA) secure or easy to use online service. You can also apply provisional driving license by post.

2. Booking DSA theory test appointment:

You should have a valid provisional driving license. Once you have a valid provisional driving license you can schedule your driving theory test

3. Taking your theory test if you have special needs:

The Driving Standards Agency (DSA) provides a number of facilities for those people with unique requirements, those include foreign language voiceovers, extra time, British Sign Language interpretation and translator assisted tests.

4. About driving test:

The theory test is composed of two parts; the multiple choice part and the hazard perception part. You need to pass both the tests. After passing the theory test you can then apply to take your practical driving test.

5. at the end of the test:

At the end of the hazard perception test you'll be invited to answer a number of customer survey questions. The survey questions don't affect the result of the test.
