A technical error leading to 7300 unwanted graduate applications

Due to a technological error, an additional 7300 graduate applications were submitted under Canada's new TR to PR programs. This sudden increase in applications has resulted in the fulfillment of Canada’s admission quota of 40,000 international student graduates within 25 hours of beginning the temporary residency to permanent residence program.

According to internal sources, the immigration office received a higher number of applications than planned. IRCC received 7307 additional applications under the TR to PR International Graduate stream. The Canadian TR to PR routes is a collection of six streams designed to recruit key employees, French speakers, and foreign student graduates to Canada. These activities began on May 6 and are scheduled to end on November 5, or until the intake caps are met, whichever comes first.

A live counter was used on the government’s website which indicated the number of applications received. It occurred due to a simple error wherein several applications filed at the same time, were only counted as one. In other words, if two applicants hit the “Submit” button at the same time, the system may have counted them as a single application on occasion. Following the error, the immigration office requested that Immigration Minister Marco Mendicino adopt an interim public policy allowing the applications to be finalized. Otherwise, under the current system, they would have to be returned to the applicants, along with the money paid. Furthermore, the briefing states that it would be considered unjust because IRCC confirmed that their applications were accepted within the intake quota.

Mendicino accepted the policy on June 28, thus enabling the 7307 applications to be processed. It does not mean that the application process will be reopened, rather it simply means that the government will not penalize applicants as a result of a flaw in its own system.

However, as IRCC did not foresee the increasing demand, certain resources will have to be reallocated from other lines of business. There was no additional information in the message. The department does not anticipate an influx of applications in the other TR to PR streams.

The live counter is now being watched, and applications submitted at the same time are manually synchronized to the database. The administration anticipates a mixed reaction from the public. While some may be relieved that applicants would not be denied this option for permanent residency, others may think it is unjust or goes beyond the policy's intended objective.

The new routes drew a lot of media interest. While some media outlets claimed that the deployment went quite smoothly given the scope of the project, others voiced concerns about technical issues with the electronic payment system and the velocity at which the intake cap was achieved.

Furthermore, some international student graduate applicants were afraid that they wouldn't be able to edit their application after submitting it, and that if they made a mistake, they would be punished. According to the internal sources, immigration authorities will personally call TR to PR applicants to acquire missing or incomplete documents.

What should you expect for the remainder of the year?
The IRCC draw in February 2021, in which 27,332 invites were granted to Canada Experience Class applicants, shocked everyone, but IRCC has a few more surprises in store.
