SGS Reviews Changes to ASEAN Cosmetic Directive

A look at recent updates to the ASEAN Cosmetic Directive Annexes, including new prohibitions and restrictions.

 
Cosmetic manufacturers and suppliers are reminded that the Association of Southeast Asian Nations (ASEAN) has updated the annexes in its Cosmetic Directory (Version 2020-01).

The changes, released in November 2020 following adoption at the 32nd ASEAN Cosmetic Scientific Body (ACSB) Meeting, prohibit four substances, amend the restrictions on three substances, restrict one new substance, and delete the one entry.

The four prohibited substances are:
• Dibutyltin hydrogen borate
• Formaldehyde
• Paraformaldehyde
• Methanediol; methylene glycol

The three substances with updated requirements are:
• Formaldehyde
• Tagetes patula flower extract and oil (CAS No. 91770‐75‐1 and 91770‐75‐1/8016‐84‐0)
• Tagetes patula flower extract and oil (CAS No. 91722‐29‐1 and 91722‐29‐1/8016‐84‐0)

There is also a new restriction for another form of Tagetes patula flower extract and oil (Ref. No. 327), and the prohibition on Formaldehyde and paraformaldehyde in aerosol sprays has been deleted.

All updates will be implemented on March 8, 2022, except the prohibition on dibutylin hydrogen borate, which will be implemented from September 8, 2021.
