Stack is the Thirteenth Recipient of TCPI Pillar of Excellence Award

The Tax Council Policy Institute (TCPI) announced today that Bob Stack, a managing director within the international tax team of Deloitte Tax’s Washington National Tax practice, will be awarded the 2023 Pillar of Excellence Award in recognition of his substantial and meaningful contributions to the tax community and efforts to formulate sound tax policy. The award will be presented at TCPI’s 24th Annual Tax Policy & Practice Symposium held May 11-12 in Washington, D.C.

“The Pillar of Excellence Award is given to deserving individuals who have demonstrated throughout their career a commitment to advancing sound tax law and policy, thereby helping further our mission at the TCPI,” said Sharon Heck, Chair of TCPI's Board of Directors and Chief Tax Officer at Intel Corporation. “Bob’s decades of commitment to advancing sound international tax policy exemplifies the qualities we look for in the recipient of our Pillar Award.”

Mr. Stack is the thirteenth recipient of this award, which honors individuals who play a key role in the formulation of tax policy and the discourse that moves it forward, while serving as a prominent fixture in the tax community at large.

“Bob’s influence and impact on the international tax policy landscape is immense,” said Lynda K. Walker, Esq., Executive Director and General Counsel of TCPI. “He served as the U.S. Department of Treasury’s Deputy Assistant Secretary for International Tax Affairs where he worked with the Assistant Secretary of Tax Policy and the International Tax Counsel to develop and implement all aspects of U.S.’s international tax policy, including treaties, regulations, and legislative proposals. Bob also was the Obama Administration’s official representative to spearhead the work associated with the original OECD Base Erosion and Profit Shifting (BEPS) project, which may be the most fundamental rethink of international taxation in decades, to address the needs and concerns of U.S.-based multinational enterprises. The result of that original BEPS project still reverberates.”

Qualifications for the Pillar of Excellence Award include playing a key role in developing tax policy and actively participating in opportunities to advance the knowledge and understanding of other tax professionals, business leaders and policy makers. Past honorees have included Eric Solomon, Bernard Shapiro, John Buckley, Lawrence B. Gibbs, Janice Mays, Mark Weinberger, Thomas Barthold, Pamela F. Olson, Mark A. Prater, Martin A. Sullivan, Grace Perez-Navarro, and Barbara Angus.

TCPI's 24th Annual Tax Policy & Practice Symposium, "Fostering Sound & Durable Tax Policy: The Vital Role of Business," will bring together leading tax professionals and policymakers from government, academia and the private sector to consider how the U.S. tax system might evolve in response to internal and external forces.
