Citizens are expected to be conscious of their health and environment, but they sometimes behave in an illogical manner. Everybody knows that flying particles of a garbage can enter your mouth or your lungs. Still, people seem to be caring a fig for the laws of the land. All the city councils of Australia have relevant laws in place to check throwing and littering of waste here and there.

NSW EPA, Auckland Council, EPA Victoria, Moreland City Council and Dunedin council have restrictions and established principles of garbage management. The conservancy departments of all the city councils work hard to keep cities clean and ensure pollution free living. Citizens are notified about what is illegal about filth and garbage handling. Illegal dumping occurs if a bag of rubbish or an electrical gadget is thrown away on the roadside or a vacant land space. Black rubbish bags are provided for collecting the waste and delivering them to the garbage vehicles. They are not meant to be thrown everywhere in the city. This habit pollutes the environment and gives the city roads a filthy look.

People often dump discarded television sets and refrigerators and other gadgets at the street corners. They throw black bags of domestic waste onto an open space. These waste materials, fly off with the wind and pollute the atmosphere that they breathe in. The illegally dumped waste and garbage have to be cleared by the city councils again, whereas these could have been cleared along with the regular illegal dumping solutions. If someone has to dump large desks or cupboards, he has to inform the council and make a date for lifting of these materials instead of illegally dumping them on the city roads.

Consciousness drive in the form of notices, announcements and penalties is of no avail. Illegal Rubbish Dumping is an environmental crime and it seems to ignore health concerns. People, who are in the habit of committing this kind of nuisance, often fabricate weird justifications in support of their deeds. They often say that the rubbish and the waste of their households are thrown onto a low land. Consistent dumping of rubbish thus would heighten the level of the land in due time as those rubbish would decompose there and that would create layers of sediment and heighten the land. However, this is not an acceptable justification. It is not that all the elements of the household waste can decompose and mix into the earth without causing any ill-effect to the environment. Most of the times, people, who throw garbage and useless household elements here and there, do not consider the nature of compositions of those elements. Plastic products, metal elements and such other harmful ingredients are, therefore, part of the usual rubbish that comes out of a locality on a daily basis. These items do not decompose, but surely pollutes the nature.
