Amendments were meant for the banks and current online payday loan service.

On December 14, 2011 the Birmingham City Council members embraced a new resolution to forbid new payday loans business within the city. The Councilwoman LaShunda Scales took initiative for the same in September 2011. As per the ordinance that came for final vote council members, most of them did not agree on the language that was set up in it. They demanded for further enhancement in the ordinance. Therefore final decision regarding the bill could not be taken.

There was lot of argument regarding the bill and everyone tried putting their point in the meeting. After a long discussion, Councilwoman Kim Rafferty claimed that they were being hilarious. Moreover the Council President Roderick Royal said that Rafferty was acting funny. The debate reached it’s saturation point when Councilor Carole Smitherman discussed about two more amendments regarding the bill.

Amendments were meant for the banks and current online payday loan service. These parties must not be affected as per the bill. The Council members claimed that they wanted payday loan business to disperse and not clustered at one place. For this they required time to pass the bill. On this note Councilor Scales said that there were 93 payday loan stores plus companies that are running successfully in the city. This business was booming in the city. To add on to this Councilor Scales and Smitherman said that they were not with the payday loan business being clustered in one region only. Moreover most of the payday loan lenders charge extremely high fee and APR. Restriction must be put on the interest rate to help the common men.
