Steps to find the unkillable NPC in ESO
1. Complete side quest in AD Grathwood called “Until Death” to help a woman find Ninglenel, her missing husband, and their dog. But before you take an action, check if you already did this quest at Vicinity of Elden Root Temple. If you can see NPCs Ninglenel, Mizahabi and the dog that called Eat Eat, then it means you have completed it.

2. Once you completed the quest, travel to DC Rivenspire, more precisely to Hoarfrost Downs (location below).

3. There you will find NPC Ninglenel again, now he will have yellow neutral outline and you will be able to attack him.

4. When his HP goes to 0 he will still stay alive (cannot be killed). Attacking him won’t give you bounty.

5. Enjoy DPSing and testing. He takes aggro but never actually attacks you so you don't have to move. Just stand there after you're done, he won't attack and will eventually de-aggro.

2. Find Eat Eat: Head to the west a bit, and you will find a crossing when you go down the road. Now use the whistle and a dog will approach you. It looks upset, you should pet it to calm it down.

3. Find Ninglenel: Dog Eat Eat will lead you to Ninglenel, just follow it running along the road leading north. Return to Elden Root Temple you will find the whole family reunited that ends the quest.
