Australian youth are a latent resource for the nation of Australia. Youth of Australia can be trained to be fearless and adventurous with participation in the Duke of Edinburgh program. Among the different programs under the umbrella programs offered by the Duke of Edinburgh, Ocean sailing stands the most promising. Ocean sailing programs offered by the Young Endeavour under the umbrella program invite youth between the ages of 16 to 23 from February to March, and the month of August to September every year for Ocean sailing expeditions. Youth who are physically and mentally fit for instance if they can swim for more than 50 m in the ocean are invited by the Young Endeavour for participation in the ocean sailing expeditions.

These Ocean sailing expeditions are organized by the Australian government under the supervision of Young Endeavour where the Royal Australian Navy takes on the duty of supervising the youths in the ocean sailing expeditions. The ships that embark on under-the-ocean sailing expeditions are ships with sails that have to be steered and captained by the youth who are participating in these expeditions. Ocean sailing expeditions under the umbrella programs in the Duke of Edinburgh program make the youths fearless, challenging, and dynamic so that they can contribute to nation-building. Once the youth return from the ocean sailing expeditions, they are more capable than before to take on challenges whether the challenges involve physical or mental endurance. Qualities of leadership are developed during the ocean sailing expeditions as are the capabilities of teamwork.
