The post indicates that botting has been a serious issue that needs Jagex to try their best to solve. He has made some examples. Such as, many new players have to compete with hundreds of bots for basic resources as soon as they leave Tutorial Island. He also indicates that many other player have ever complained about this. And He truly has a great hope that Jagex can address this as a problem and find a solution.

The explanation for the botting problem from Jagex
JagexTyran has explained that they have no limit for the number of accounts they can ban each day, and they have been working all the time to ban cheating accounts as many as possible. But the moment the bots are banned, they may be seen in the game again.
