Julia Leigh Sitton’s commitment to advocacy for the town of Fontana Dam, North Carolina on its journey to incorporation.

 
Julia Leigh Sitton is the attorney for the Fontana Dam Project, practicing her advocacy for this very special small town in North Carolina. Fontana Dam was initiated and funded by the Tennessee Valley Authority as a wartime project, and was essential to the war effort. The American worker, desperate for jobs after suffering the Great Depression, flocked to the dam site, and the TVA responded to the needs of the workers by building a complete town: hospitals, schools, movie theatres, housing, all in less than a year. This town is the modern day town named Fontana Dam.

Upon its completion, the Fontana Dam created a lake 495 feet deep and 30 miles long, and a new industry was born: tourism. The Dam itself was largest in the eastern U.S. and is a half mile across, and remains an impressive sight today. The new town of Fontana Dam lost its importance, as workers who were no longer needed left for other climes and jobs. Fontana Dam has 33 residents today, most of whom work at the Fontana Village Resort, a vacation destination for tourists which sprang up in the town as dam workers fled. Julia Leigh Sitton heard of its burgeoning problems with facilities funding.

The unincorporated town of Fontana Dam has struggled to provide its own water treatment plant, sewage and wastewater facilities, disposal system, solid waste pickup and disposal, paved roads, and electrical systems, according to media.visitnc.com. The challenges faced by the town of Fontana Dam grew apace with the popularity of the Fontana Dam resort, which draws 100,000 visitors annually. After years of working with local and statewide governmental agencies and lobbying the legislature, Fontana Dam was declared an official, incorporated community on 2011. The impact of this legislative decision on Fontana Dam enables the community to access funds for improvements which were not available as an unincorporated community, thanks to Julia Leigh Sitton.

Fontana Dam will now be able to build and maintain modern facilities for its visitors, thanks to Julia Leigh Sitton’s help. Plans were underway in 2011 to bring on a police department and fire and rescue services. Bids were accepted for a new water treatment facility in March of 2015.
