As an urban planner, Leon Churchill seeks for solutions to environmental problems, the increasing rate of poverty, and other concerns of the community through a complex strategic urban planning process. These are focused on long term results for the benefit of an entire city.

The strategic urban planning process is an instrument used in management by Leon Churchill and other urban planners to create sustainable projects for the city, and to increase awareness and cooperation of the citizens in the process. A carefully thought out plan provides a means for collaboration between the local government, the politicians, and the citizens in an attempt to effectively develop a city for years to come. Many major world cities like New York, London, and Tokyo use a strategic plan unique to each.

Although each urban plan is different for each city, the processes involved are basically the same across the board. Decisions for the planning process directly come from three sources: the local government, professionals and social actors. Each plan involves three stages namely, Diagnosis, Planning, Strategic Management, Monitoring and Evaluation, strictly in that order. All parties involved work hand in hand to divvy up responsibilities and tasks.
