Leon brings with him his skills as a Planner and a Real Estate Professional. His primary function within Landcastle is to identify development opportunities, land use planning, and government relations. He has over 25 years of experience serving the local government, and 15 as a Chief Administrative Officer in three states.

Leon possesses a distinguished academic background. He has a Bachelor's Degree in City Planning from the University of Virginia School of Architecture, as well as a Master's Degree in Public Administration from the University of Kansas. On top of his accomplishments, he is also recognized as a certified planner-member of the American Institute of Certified Planners.

With his previous role as Tracy City's Manager, the consummate Leon Churchill is familiar with all aspects of Californian real estate and development. His understanding of the local government's inner workings enables him to distinguish and tackle the occasional regulatory issues that conflict with development opportunities.
