CJI launches LexisNexis’ Title 'Justice GP Singh’s Principles of Statutory Interpretation

LexisNexis academic and government markets, launched the new edition of its evergreen and authoritative legal classic ‘Justice GP Singh’s Principles of Statutory Interpretation’, revised by Justice AK Patnaik, at India International Centre

Hon'ble Mr. Justice TS Thakur, the Chief Justice of India, who was the Chief Guest of the function, released the book in presence of eminent dignitaries like Mr. Soli J. Sorabjee, Sr. Advocate Supreme Court of India and Former Attorney General for India; Mr. Fali S. Nariman, Sr. Advocate Supreme Court of India and Former Additional Solicitor General of India; Hon’ble Mr. Justice Ajit Singh, Acting Chief Justice of Rajasthan High Court; many serving and retired Hon’ble Judges from Supreme Court of India and Delhi High Court, and several other distinguished Indian Constitutional Jurists and Senior Advocates, Academicians and Corporate Counsels.

During the occasion, Chief Justice TS Thakur said, “The need for a book on Principles of Statutory Interpretation emerges because of a gap between the presumed legislative wisdom and the actual understanding of the law by the interpreters and implementers. Pointing out that often there is a lack of clarity on statutory provisions, and with more confusion in drafted legislation and its interpretation, the greater is the need for such an authoritative book. Chief Justice Thakur complimented the revising author Justice AK Patnaik for his scholarly work and congratulated LexisNexis for publishing such authoritative commentaries and scholarly works, and mentioned that the book is in the same league as other classics like Mulla, Basu, Palkhivala et al (also published by LexisNexis) and will be of immense value to both practitioners and students of law.”

On the occasion, Hon’ble Mr. Justice AK Patnaik recalled his commitment given to Justice G P Singh, a great legal luminary, to continue revising the upcoming editions of the book even after Justice GP Singh was gone. Referring to the latest released edition, Justice Patnaik said, “It took a lot of time and effort to revise a book of this stature. While working on the 14th Edition of this book, I have retained the portion of the 13th Edition as authored by Justice GP Singh. I have made an attempt not to change the original commentary of Justice GP Singh except in cases where the law has completely changed. I have updated the book on the basis of the decisions of the Supreme Court of India reported from 2012 to March 2015 and incorporated the new propositions of law laid down by the Supreme Court, with examples of application of old propositions in new decisions of the Supreme Court as well as decisions of the Supreme Court that have altered the position of law after the preparation of the 13th Edition of the book. I sincerely hope that the book meets the expectations of all its readers.”

In the preface to this latest 14th edition, Hon’ble Mr. Justice Ajit Singh, Acting Chief Justice of Rajasthan High Court and son of eminent Justice GP Singh, has provided a glimpse of Justice GP Singh’s journey of life. He mentions that in 1966, Justice GP Singh surprised everyone by his coveted contribution to the legal profession in the form of the book titled ‘Principles of Statutory Interpretation’, which was later recognized as a locus classicus even by the giants in the legal profession. In the concluding para to the preface, Justice Ajit Singh wrote, “Justice GP Singh’s loss is immeasurable and irreparable to the family, his friends, his admirers and, above all, the legal fraternity. His spirit, however, lives on in every page of his book, in the libraries, the Courts of law, the Universities and judicial academies. We miss him all the time.”
