Recent changes regarding determining the minimum scores for Human Capital Priorities Stream of Ontario will lead to issue more invitations to eligible Express Entry candidates with a C.R.S. below 400. Also an O.I.N.P. spokesperson believes that there is a strong possibility of decline in the minimum C.R.S. in the future. It can go below the previous record of minimum threshold of 400 points.

Furthermore, The H.C.P. Stream permits O.I.N.P.to search the federal EE system for candidates who satisfy the eligibility criteria, and other factors. There was a revision of the O.I.N.P. application guide stipulating that the Director of the program will determine the minimum C.R.S. score. The province had held three rounds in this Stream where the C.R.S. threshold was below 400. It was 350 in the Aug 9th draw.

Moreover, this draw had the aim to attract E.E. candidates having an Ontario job offer. Having a job offer, or proficiency in French language, is not mandatory in the H.C.P. Stream criteria.
Ontario uses this Stream to attract EE candidates having a specific work experience. It had targeted workers in Information and Communication Technology in its June 2017 draw.
The spokesperson added that the possibility of the minimum score declining below 400 depends on several factors, like the labor market requirements and priorities and also the number of eligible candidates in the pool.

The Ontario Immigration Act gives discretionary powers to the Director in setting the minimum CRS score. It is based on these factors:

Annual OINP nomination allocation, fixed by the Federal Government;
The minimum CRS score, establishing the EE selection parameters of the federal government;
Present labor market requirements;
Other economic priorities related to immigration.
Furthermore, for better visibility in the Program, the candidates need to indicate their interest in migrating firstly to Ontario or to all provinces/territories while creating their profile. Finally, this will permit the Ontario staff to identify federal Express Entry candidates having an interest in reaching Ontario
