They are targeted at intermediate players.

The Cat and Rare Gem thing is another Arc like "mini-quest" thingy-ma-bob. Be prepared to spend 2 weeks on it because you missed one of the cats or gems in the rotation.
Slayer: seen the mobs, haven't fully engrossed in them.
Some of the corrupted creates are just higher level version of their normal counterparts. but haven't faced all of them yet.
Slayer master codex: interesting concept. I think I saw the idea for it on the forums a few times. going to take a while to get all the souls (there is a little RNG to it, also only take 1 candle thing per trip. you don't want to burn up 15 trying to get 1 soul at Troll Invasion and in up getting 15 souls of trolls.... not joking on this)
Ace of Spades: essentially a tutorial quest for the city. nothing too interesting.
Crocodile Tears: oh dear god. the boss fight was ok. the quest story was ok. just be prepared for a massive fetch quest. (I'm not even kidding on this one. I'm wondering if this was just done to force players to skill around the city [if they hadn't already] and get a look around the updated desert)
The other 2 quests, like Big Storms said, haven't gotten rep high enough for them yet.
Kinda weird not being able to do new quests right out of the gate.
But, the quests were designed with players taking 2-20 weeks to get there. not 2 hours after release.
That said, doing Shifting Tombs is the best way for high levels.
But dear god is it hard on the hands after a few hours.
