Boiler Manufacturers to Sell More Heat Pumps

The UK government plans to set a heat pump sales quota for boiler manufacturers. The move aims to reduce carbon emissions and protect the environment for the future. (Bolton, 20/07/2023)

The UK government recently completed a consultation on its “Clean Heat Market Mechanism” policy, which requires companies supplying boilers to UK households to sell a prescribed number of heat pumps.
Heat Pump Quota

The plan is to have a ratio of four heat pumps to every 100 boilers in the first year, gradually increasing over time. If the targets are not met, the company has two options: purchase credits from companies with surplus heat pumps or pay a fine of £5,000 for each required heat pump that they fail to install.
Low-Carbon Heating

The Clean Heat Market Mechanism policy will be crucial in the UK's shift to low-carbon heating. Like many other countries, the UK has marked 2035 as the phase-out date for new gas boilers. The industry needs time to expand low-carbon alternatives like heat pumps to avoid a sudden change during the phase-out. By gradually encouraging boiler manufacturers to switch to heat pumps, the policy should help make the transition smooth.
Net Zero Emissions
The policy aims to assist an industry that is threatened by climate change. Using gas boilers, which contribute to 15 percent of the UK's carbon emissions, is expected to end in a little over ten years. Therefore, selling boilers without any limits is not compatible with achieving net zero emissions.

The target date of 2035 indicates that gas boilers have a limited lifespan, and some individuals have suggested advancing this date. If manufacturers develop eco-friendly alternatives to boilers, they may avoid a shortage of manufactured products after the designated date.
Reach Social and Environmental Goals

In the end, the government's intervention in the market through this scheme is a common practice aimed at encouraging companies to prioritize social or environmental objectives. This has proven effective in other industries, such as electric vehicles. Clear targets should be established beforehand to enable manufacturers to plan accordingly to maximize their effectiveness. Manufacturers who fail to transition their industry to low-carbon heating may face a situation where they have nothing to sell.
