Holmes Beach Commission Chairwoman Judy Titsworth said she's heard some residents are concerned short-term rentals are being used as wedding venues. She said city officials are trying to figure out how to address the situation.

"We haven't come up with anything yet," Titsworth said. "I know there will be future discussions on how the commission and residents and people feel about it."

According to the minutes of a Sept. 22 city commission meeting, City Attorney Patricia Petruff told officials nothing in city codes prohibits backyard weddings, and no temporary use permits are required for such ceremonies.

Commissioner Marvin Grossman said he'd like to ban weddings from residential areas.

An upset Manatee County Commissioner Carol Whitmore emailed Holmes Beach Mayor Bob Johnson to say she has performed many weddings for visitors on the island since her time as mayor of Holmes Beach. Whitmore also said she's been asked to come to private homes to marry them.

"This overregulation is totally out of control," Whitmore's email read. "Mayor, sorry to ventilate to you, but I know you're a common sense logical person."

Johnson did not return a call for comment Wednesday.

Whitmore was married in her Holmes Beach home 22 years ago. She said: "You can't limit one faction and not the other."

"It's either all or nothing. Some people -- when they marry in peoples' homes, as long as I've known -- charge and some don't. As mayor, I never charged but some people do," Whitmore said. "You can't differentiate between residents and tourists."

Whitmore said she felt Holmes Beach officials were going overboard, but it's up to them.

"I know what they're trying to do, but you can't discriminate between residents and tourists," she said. "Usually a wedding is a celebration -- it's not a wild spring break party."

Holmes Beach Commission Vice Chairwoman Jean Peelen said people can get married on many island venues.

"I'm all for that. I'm all for if a family is here, and their daughter is getting married, they should be able to have a wedding for their daughter in their yard," she said. "My concern is the commercial production of weddings."

Peelen specified the issue is conducting business in a neighborhood without a business license.

"Currently, there's nothing illegal about it," she said. "What we're looking at is a way to say: 'This is a beautiful place to get married, but what we can't have is the commercialization of weddings in residential neighborhoods."
