Hg80 Named Master Developer for MacArthur Center Mall Redevelopment in Downtown Norfolk

Norfolk, VA – April 8, 2025 – Hg80 has been named the strategic partner and master developer for the transformation of MacArthur Center Mall, marking a major milestone in the City of Norfolk’s efforts to reimagine and revitalize the heart of downtown.

Announced during the Mayor’s State of the City address, the City of Norfolk will partner with Hg80 to lead a comprehensive redevelopment of the underutilized retail site into a vibrant, mixed-use neighborhood. The project will build on Norfolk’s existing infrastructure and cultural assets while delivering a bold new vision designed to spur long-term economic growth, expand housing and commercial opportunities, and strengthen the community fabric.

Hg80 is currently spearheading the creation of a strategic plan for the site, expected to be completed within six to eight months. This plan will include an in-depth market analysis, a comprehensive master plan, financial underwriting, and a clear capitalization strategy to ensure the project’s long-term viability. The execution phase will be a collaborative effort involving the City, Hg80, investors, and a range of third-party developers committed to delivering inclusive and impactful development.
