North Yorkshire's Police and Crime Commissioner claimed that while the county's district and county councils were spending £1.68 million annually on subpar analogue CCTV.

 
North Yorkshire's Police and Crime Commissioner claimed that while the county's district and county councils were spending £1.68 million annually on subpar analogue CCTV, there were potential savings of £863,000 with a modernised digital system. At a meeting of the Local Government North Yorkshire and York committee, it was revealed that the county's up to 600 public space cameras were controlled by five separate CCTV control centres located in Catterick Garrison, York, Scarborough, Harrogate, and Selby.

Mrs. Mulligan urged municipalities to give up direct management over the cameras in favour of a single, trust-managed CCTV control room that would use a web-based technology and be accessible from anywhere. Assistant Chief Constable Phil Cain of North Yorkshire Police claimed that the equipment was outdated and that the image quality was hindering investigations and court cases. "We recently carried out a counterterrorism security assessment for the city of York," he stated. In that, CCTV was brought up as a crucial tool for us to consider as a deterrent and also for information collecting to prevent terrorist activities in North Yorkshire.

"It goes beyond merely crime; it also involves overseeing road safety. With the World Cycling Championships, we will have important events over the course of the following year. We are under a lot of pressure to make the public safe for these kinds of public events, both from a terrorist standpoint and in terms of how we can keep our highways secure.

Independent assessors had stated in their report to the meeting that failing to implement a new model for CCTV in North Yorkshire will cause a decline in service that is incompatible with the demands of modern policing and the requirement for a streamlined service into the criminal justice system. A number of council leaders questioned the cost savings and benefits of getting rid of their current systems.

We need to see the report, according to Mark Robson, leader of the Hambleton District Council. I am aware of the significant sums Hambleton has spent on cutting-edge CCTV systems over the years. Richard Flinton, the chief executive of North Yorkshire County Council, continued, "I think this is a good suggestion. It does require examination. Senior council officers agreed to study the consequences for councils before continuing to discuss the issue.
