Recently, Liang Zhipeng, Deputy Director of New Energy and Renewable Energy Department, China National Energy Administration disclosed, China CSP demonstration projects list with total 1 GW capacity and FIT will be formally issued soon.
The suggested FIT given by National Energy Administration shouldn’t be less than RMB1.18/ kWh. However, FIT has not been in public since China government completed the review of China CSP demonstration projects in November 2015. The most likely reason is that National Development and Reform Commission (NDRC) disagrees this electricity price standard. What must be mentioned is that the dominant right of final FIT is managed by Price department of National Development and Reform Commission, whereas, National Administration of New Energy only has the suggestion right.
According to CSPPLAZA, Price department of National Development and Reform Commission has a lower expectation to CSP electricity price, possibly about RMB1.1/kWh. If FIT will be issued with the next few days, after the the debate between the goverment and industry, FIT will be possibly at the range of 1.1~1.15/kWh. Nevertheless, the FIT expectation of the whole CSP industry is RMB1.18~1.25/kWh. So, RMB1.15/kWh is obviously lower than the common expectation of the whole CSP industry.
According to the latest news, on May 4th, the price department of National Development and Reform Commission has just convened New Energy Department of National Energy Administration , Department of Economic Development，Ministry of Finance and other relevant units to listen to opinions and suggestions about FIT , which means that FIT’s formulating work has entered into the final stage, in other words, the official launch of FIT policy is just around the corner.
