Lawmakers in the US state of Vermont have approved a draft bill that, if passed by the House, will make adult possession of up to an ounce of marijuana, legal. Senate members voted by 16-13 to approve the landmark bill that supporters say will facilitate more effective control over the drug through regulation and taxation than the current model of criminalization.

Though opponents maintain that the state should not be decriminalizing a drug when, like other states, Vermont is combating an increase in the use of opiates, Democratic Governor, Peter Shumlin said that with more than 80,000 of Vermont’s residents admitting to using marijuana regularly, “it could not be more clear that the current system [of control] is broken.”

“The pace of change at a state level in the US is astounding and serves to vindicate the widely-held belief that marijuana is a safe drug when compared to the effects of legal drugs like alcohol and nicotine,” said Brad Flint, marketing spokesperson for Cannabliss.

If passed, the bill will allow for a 25% excise duty on marijuana but only that sourced from licensed growers and retailers. There is no provision for home-grown marijuana meaning those who grow their own supply could still face prosecution.

“There’s a degree of uncertainty surrounding the prospect for the bill’s success in the House but the weight of popular support can’t be denied,” Flint added.
