But what is a DOT SAP Program, and why is it so important?
The Department of Transportation (DOT) requires any employee in a safety-sensitive position who violates drug or alcohol regulations to go through a structured recovery process before they can legally return to work. This process is overseen by a Substance Abuse Professional (SAP) and is detailed in 49 CFR Part 40 of federal law.
🔍 Key Steps in the DOT SAP Program:
Violation Occurs: A failed or refused DOT drug/alcohol test removes the employee from duty.
SAP Referral: The individual is referred to a DOT-qualified SAP for an initial clinical evaluation.
Treatment or Education Plan: The SAP recommends a personalized course of action—this may include substance use treatment or education classes.
Follow-Up Evaluation: After successful completion, the SAP re-evaluates the individual.
Return-to-Duty Testing: A negative, observed drug/alcohol test is required before returning to work.
Follow-Up Testing Plan: The SAP assigns a schedule of unannounced tests (typically at least 6 in the first year).
