In the first half of 2016, the government introduced a three percentage point tax rise on cigarettes as part of a national effort to curb smoking and to deter potential new smokers from picking up the habit. As a result of the tax rise, the price of cigarettes increased by THB5-10 per pack on average, causing a shock to consumers – especially those in the low-income segment. According to trade press, the price rise resulted in an immediate decline in sales of cigarettes by as much as 15%. Nevertheless, smoking is a habit that is hard to forego, and consumers soon adjusted to the post-tax rise prices. The timely launch of a new economy brand of cigarettes, Line 7.1, by Thailand Tobacco Monopoly (the brand was launched just a few weeks after the tax rise) also gave low-income consumers a more affordable option. As a result, it did not take long until demand for cigarettes normalised. In fact, the tax rise had little impact on annual demand for cigarettes. In 2016, retail volume sales of cigarettes only saw a negligible decline, to reach 46.3 billion sticks, whilst retail current value sales increased by 20% to reach THB168.1 billion.
