SGS Summarizes Japanese Proposal to Ban Three POP Chemicals

SGS issues SafeGuardS looking at Japanese proposal to ban three POP as Class 1 specified chemical substances.

 
SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS to keep stakeholders informed about a move by the Japanese Ministry of Economy, Trade and Industry (METI) and other competent authorities to ban three persistent organic pollutants (POP) as Class I specified chemical substances.

The three POP are:
• Methoxychlor
• Dechlorane plus
• UV-328

The draft cabinet order to prohibit these chemicals was announced in December 2023. This follows the decision to list them under Annex A (elimination) to the Stockholm Convention at the eleventh meeting of the Conference of the Parties to the Stockholm Convention in May 2023.

SGS publishes SafeGuardS to keep stakeholders informed about regulatory and market changes that could impact their business. SafeGuardS 003.24 details the provisions in the draft cabinet order and contains a table with a list of the products prohibited for import that contain dechlorane plus and UV-328, which includes adhesives and tapes (dechlorane plus), paints and varnishes (UV-328) and lubricants (both).

Stakeholders are advised to review SGS’s original SafeGuardS 003.24 for more information.

The ministry stopped accepting comments on the proposal on January 10, 2024.
