The Board of Supervisors recently approved Ventura County Public Works Agency's (VCPWA) Multi-Year Pavement Plan 2024 – 2028. The Road Repair and Accountability Act funds this Plan with a planned five-year budget of $45 Million.

VCPWA has plans to resurface 192 centerline miles (centerline miles represent the total length of a given road from a start point to an endpoint. The mileage does not include the size, number of lanes, or other features, like shoulders and turn lanes). Other works added to the paving projects are repairs to culvert and storm drains, curb and gutter, and sidewalks (which are reimbursed by the property owners). In addition, VCPWA will improve drainage, ADA access curb ramps, pavement widening at curves, and correct safety issues when feasible.

The Multi-Year Pavement Plan 2024 – 2028 recommends resurfacing treatment based on each road's Pavement Condition Index (PCI). This index rates the quality of the road surfaces from failed (requiring reconstruction) to good (rejuvenation or nothing to be done) on a scale of 1-100. Ventura County Board of Supervisors has recommended that VCPWA maintain the average PCI for roads in Ventura County in the mid-70s. The PCI for county roads is 77.

The County of Ventura uses MTC-StreetSaver Pavement Management Program to manage and prepare all Pavement Plans. The county has been using this program for more than 30 years. Most cities within Ventura County also use StreetSaver to manage their pavement programs. The county visually inspects all roads within a three-year cycle to assess current PCI values, which are then used to update the Multi-Year Pavement Plan. Multiple factors go into prioritizing roads to be included in a Pavement Plan, which provides for a projected budget based on PCI goals, PCI values by neighborhoods, remaining surface live/age, and surface treatment recommendations by StreetSaver. This Plan is updated and revised yearly as projects are completed, and new roads are added.

Since 2008, VCPWA has resurfaced approximately 405 centerline miles which is about 75% of county maintained road network, raising the overall PCI index from a position of at risk to good.
