Prime Minister Narendra Modi to Inaugurate BPCL's Bina Refinery Expansion Project

PM Modi inaugurated BPCL's Bina Refinery expansion, a Rs 50,000 crore investment, boosting capacity to 11MMTPA. A milestone for India's energy sector, reinforcing self-reliance and sustainability.

 
Prime Minister Narendra Modi will inagurate the expansion of the Bharat Petroleum Corporation Limited's (BPCL) Bina Refinery on September 14, 2023. The expansion project had an investment of Rs 50,000 crore.

The Bina Refinery, a joint venture between BPCL and OQ SAOC (formerly Oman Oil Company SAOC), was established in 1994. It began as a 6.0 MMTPA grassroots petroleum refinery in the serene Bundelkhand region of Bina, Madhya Pradesh. In May 2011, then-Prime Minister Manmohan Singh dedicated the refinery to the nation. Since its inception, the refinery had expanded its capacity to 7.8 MMTPA in 2018-19 to meet the increasing demand for petroleum products. They also had plans to enter the Petrochemical Industry.

The expansion further increased the refinery's capacity from its previous 7.7 MMTPA (crude distillation/vacuum distillation unit) to 11 MMTPA. This event marked Prime Minister Modi's second visit to the Sagar district in the past month.

Some essential facilities of the Bina Refinery included:

- Crude Distillation / Vacuum Distillation Unit: 7.80 MMTPA
- Full Conversion Hydrocracker Unit: 2.63 MMTPA
- Diesel Hydrotreater: 2.37 MMTPA
- Delayed Coker Unit: 1.82 MMTPA
- Hydrogen Unit: 0.098 MMTPA
- Naphtha Hydrotreater: 1.55 MMTPA
- Continuous Catalytic Reforming Unit: 0.84 MMTPA
- Isomerisation Unit: 0.64 MMTPA
- Sulphur Recovery Unit: 3 x 243 TPD
- Kerosene Hydro Desulphurization Unit: 0.6 MMTPA

The Bina Refinery boasted a Nelson Complexity Index of over 11.76 and aimed to produce high-quality auto fuels. Products from the refinery reached the market via pipelines, rail, and road, ensuring efficient delivery to central, northern, and northwest India.

BPCL, a 'Maharatna' Public Sector Unit of the Government of India, wholly owned the Bina Refinery since 2021.
