At the moment the American government is thinking of expanding this program to eight more countries. Some of them are Hungary, Republic of Korea and Czech Republic. Even if your country is eligible you might not be able to use this facility if you do not meet all the requirements. For instance, if you have any criminal record or a contagious disease, then you will not be approved for this facility.
