According to the latest official Old School news post, adjustment has been made to OSRS Splashing in Lumbridge area. Players no longer gain Magic XP for casting spells there if their magic accuracy is too low to deal damage.

Restriction on OSRS Splashing in Lumbridge

With the update this week, a restriction has been placed on Magic training with OSRS Splashing in Lumbridge area. You no longer gain Magic experience for casting spells in the Lumbridge area (this includes the castle basement) if your magic accuracy is too low to deal damage.
OSRS Splashing is a highly AFK Magic training method. By attacking NPCs while wearing equipment with low Magical accuracy, it is possible to prevent yourself from dealing any damage. This means the NPC never dies while the player gains experience for casting the spell and can remain in combat with the NPC for hours. For new players that come fresh out of Tutorial Island, it looks odd to see players dressed in full Melee equipment attacking with Magic against low level NPCs such as rats. The restriction was placed to avoid this problem.

What is OSRS Splashing?

Splashing is the act of purposely wearing items with bonuses that total at least -65 Magic attack, and attacking a weak opponent that cannot be interacted with by other players (such as any NPC). This was considered a cheap and effective way of training Magic through low levels because experience rates are based on the spell you cast rather than armour/damage bonuses, and 6 hours of training with Strike spells typically costs less than 40,000 coins. However, as no damage is dealt to your target, splashing will not give you any Hitpoints experience.
