Delegate of Victoria Republican, Geanie Morrison stated that her yardstick is willing to offer very strong protection that will win confidence of adolescent girls and make sure that rights of all parents are safe and intact. The law dictated so-called judicial bypass system is still in unused position from the moment it was translated into statute in the year of 1999; it had to tolerate typical criticism from anti-abortion groups during the recent legislative session, which will get over by the 1st June 2015. Most favorable and welcoming characteristic of this law is, girls who are below 18 years mark may appeal to a judge to grant permission for an abortion without compulsively informing their parents, if they accomplish specific criteria laid down by the law.

Roland Gutierrez is among many democrats who suggested illogical amendment on Wednesday to alter and soften an intensity of the bill. He said, I believe the true issue is different than being discussed; the authors who enacted this legislation are striving hard to get a judicial bypass. After dodging with the judicial bypass, anti-abortion group Texas was named as Right to Life and presented one of the five priority issues in the session, various Republicans submitted bills to address loopholes in the chief bill identified by them pertaining to the state's abortion requirements, which are of the most arbitrary nature in the country. Melissa Conway, spokeswoman, stressed that the loophole-driven process opens up new possible ways for teens to pursue unsafe abortions without the moral and technical support by their parents. Legislators have submitted sizable number of bills in response, but many of them received set back and Morrison's omnibus measure, enjoyed victory in its favor by a 98-47 votes in the house.

Finally Republicans outnumbered Democrats by 2 to 1 in the lower house, now a bill needs only final procedural vote. And then it would directly walk the way to the tea party-enabled Texas Senate, this is a stage where its road to passage will become even speedy. It is hard to believe on a fact that every year 300 teenagers in Texas are granted a court-ordered abortion. At present, girls who do not want to make their parents aware must prove that they are enough capable to deal with the situation they are into or that disclosing a fact will invite sheer abuse or it is not just right preserve best interest. Teens are allowed to file application for the further procedure in any Texas county, but Morrison's bill would guide them to complete the procedure in their home county.

If the applicant's home county has a capacity of less than 10,000 residents, then Morrison's bill would recommend them to apply in adjacent county. It also needs court to create statistics on judicial bypass applications and compels a girl to undergo psychological health evaluation before appealing to a judge for the permission regarding an abortion. Opponents also have question in their mind that then what if in case of adult women, who may not have a valid government ID? Will they get deprived of availing an abortion? Morrison's bill would demarcate the difference by specifying that pregnant women are presumed to be minors until they don’t display an ID which will prove a status. But opponents are not satisfied, they are of the opinion that ‘changes would destroy a system that had been effective.
