The Indian Census is the largest single source of a variety of statistical information on different characteristics of the people of India. With a history of more than 130 years, this reliable, time tested exercise has been bringing out a veritable wealth of statistics every 10 years, beginning from 1872 when the first census was conducted in India non-synchronously in different parts. The responsibility of conducting the decennial Census rests with the Office of the Registrar General and Census Commissioner, India under Ministry of Home Affairs, Government of India. It may be of historical interest that though the population census of India is a major administrative function; the Census Organisation was set up on an ad-hoc basis for each Census till the 1951 Census. The Census Act was enacted in 1948 to provide for the scheme of conducting population census with duties and responsibilities of census officers. The Government of India decided in May 1949 to initiate steps for developing systematic collection of statistics on the size of population, its growth, etc., and established an organisation in the Ministry of Home Affairs under Registrar General and ex-Officio Census Commissioner, India. This organisation was made responsible for generating data on population statistics including Vital Statistics and Census. Later, this office was also entrusted with the responsibility of implementation of Registration of Births and Deaths Act, 1969 in the country.
The decennial Census of India has been conducted 15 times, as of 2011. While it has been undertaken every 10 years, beginning in 1872 under british Viceroy Lord Mayo, the first complete census was taken in 1881.[1] Post 1949, it has been conducted by the Registrar General and Census Commissioner of India under the Ministry of Home Affairs, Government of India. All the censuses since 1951 were conducted under the 1948 Census of India Act. The last census was held in 2011, whilst the next will be held in 2021.
2021 Census of India
The 2021 Census of India, also the 16th Indian Census, will be taken in 2021. The 15th Indian Census taken in 2011, attempted to estimate the population based on Socio-Economic and Caste Status for the first time since 1931. However, as the enumeration was based on recording the respondents' declaration, it led to creation of hundreds of thousands of caste/subcaste categories. For the 16th Indian census, the government is instead considering enumeration based on a list of OBCs notified by each state
In April 2019, a data user conference was held and it was announced that 330,000 enumerators will be enlisted and that they would be encouraged to use their own smart phones, although a paper option will also be available, which the enumerators will then need to submit electronically. It was further announced that house listing will be conducted between April and September 2020, with actual enumeration in February 2021 and a revision round in March. The reference date will be 1 March 2021 in most of the country and 1 October 2020 for Jammu and Kashmir and some areas of Himachal Pradesh and Uttarakhand.
