Rubio, Ossoff Introduce Bipartisan HELPER Act in the Senate

Legislation will provide relief to first responders and teachers hammered by skyrocketing home prices

 
WASHINGTON (Oct. 18, 2021) – Senator Marco Rubio (R-FL) and Senator Jon Ossoff (D-GA) announced today they have introduced a companion bill in the U.S. Senate that will bring much-needed relief to police, firefighters, paramedics, EMTs and preK–12 teachers. Known as the HELPER (Homes For Every Local Protector, Educator and Responder) Act, the bipartisan legislation supports America’s heroic first responders and educators by eliminating down payment and monthly mortgage insurance premium requirements on a one-time basis.

The bill was first introduced on the floor of the U.S. House in May by Representatives John Rutherford (FL-04), Al Lawson (FL-05), John Katko (NY-24) and Bonnie Watson Coleman (NJ-12). Now sponsored by 17 Democrats and 11 Republicans, the HELPER Act has garnered widespread support on both sides of the aisle from legislators across the country.

“First responders and teachers work tirelessly to serve our communities, and they have faced incredibly difficult circumstances over the past two years,” Rubio said. “As housing prices continue to skyrocket, our bill would help ensure that teachers and first responders can own a home in the communities they dutifully serve.”

“With this bipartisan bill, I’m working across the aisle to support Georgia’s teachers, first responders, and police officers by making home ownership more affordable for public servants who teach our kids and protect our families,” said Sen. Ossoff.

The idea for the HELPER Act was conceived by Samuel P. Royer, national director of Heroes First Home Loans and a U.S. Marine Corps veteran. Royer has witnessed firsthand the struggles and disappointment of front-line workers who have been boxed out of homeownership due to current market conditions, and believes these heroes who answer the call to serve their communities each and every day deserve the same housing benefits as veterans.

“America’s best are drowning and we can’t leave them behind,” said Royer. “It’s time for us to honor the brave heroes of the schools and streets by eliminating the financial burdens accompanied with homeownership. I’m grateful to Senator Rubio and Senator Ossoff for their support in turning this common-sense bill into a legislative reality.”
