Burnham Resources,a recruitment and outplacement consultancy that provides both staffing and payroll services based in Egham, Surrey, has recently released a news article about objections to HMRC’s proposal to withdraw an extra-statutory concession.

The Her Majesty's Revenue and Customs or HMRC have received responses objecting to the proposal they made in October 2014 to withdraw an extra-statutory concession, EIM 03002: Professional remuneration and administrative practice. This longstanding concession allows professional practitioners to treat incidental income from an office or employment as part of their trading or professional income for tax (but not National Insurance) purposes.

HMRC initially proposed to withdraw this concession, with effect from April 2016 as they believed the Department for Environment, Food & Rural Affairs were the main users of it and that following a change in their procedures, the concession was no longer needed. However, HMRC received ten responses on this concession, nine of which objected to the proposed withdrawal and made the point that the concession is used much more widely than HMRC believe.
